An officer took a report Jan. 9 at the Doniphan Police Department regarding a peace disturbance.
The reporting party, who lives on Second Street, said he had taken a female into his home. Every couple days or so, he said, a male subject shows up and causes a disturbance by pounding on the doors and windows at all hours of the night and has also threatened to assault him.
The man was advised that when the subject shows up, to call the police department. He was also provided with information for filing for an order of protection.
The same male subject reportedly returned to the scene on Jan. 12, and was making murderous threats.
Officers who responded to the call reported that the subject was clearly not of sound mind, making statements such as, “the skin walkers just jumped out of the window” (on him). He talked about “working for the CIA and Men in Black” and made accusations that people were plotting in a conspiracy to kill his family.
Officers took the man into protective custody and worked with FCC Behavioral Health staff to have him evaluated. Transportation by a Ripley County Deputy was arranged, and the subject was taken to a treatment facility.
The man’s family was notified of the outcome.

An officer was dispatched Jan. 11 to Locust Street in reference to a male subject standing in the street yelling.
The officer requested the man to calm down and to stop yelling and using profanity because there were kids playing in the snow nearby; however, he “continued to yell and cuss,” stated the report.
The report further stated the officer “walked him out of the street several times” but he “continued to go right back,” and was interfering with traffic.
The man was placed into protective custody and transported to the detention center on a 12-hour hold. He was later released.

An officer was dispatched Jan. 12 to Apricot St. in reference to a man and woman yelling at each other. The couple stated they were arguing over tools, but would “keep it down.”
The officer advised them of the 12-hour rule and cleared the scene.

An officer was dispatched Jan. 12 to Jackson St. in reference to a report that two male juveniles trespassed onto a homeowner’s property.
The caller told officers that the two youths came on to her property and antagonized her service dog, who was chained up in the yard, by throwing snowballs at it. They also kicked over the snowman that her children had made, she said.
The woman said the juveniles, both of whom she was able to identify by name and describe their clothing, ran off when she came outside.
The woman requested that officers locate the two boys and let them know she does not want them on her property.
The subjects were later located and warned not to go back near that residence, nor on any other private property without consent of the owner. Their guardians were notified of the incident.

An officer was dispatched Jan. 13 to Oak Lane in reference to someone shooting paint ball guns at houses.
The reporting party stated he was sitting on his couch and heard a loud blast and something striking his living room window. He walked outside and noticed what appeared to be a yellow paint ball busted on the glass outside.
Other neighbors were questioned and one of them stated he was outside bringing in wood and heard several paint balls or firecrackers whizzing past his head.
Based on the description of a vehicle seen in the area, juvenile suspects were identified and are being questioned regarding the incident.

An officer was made aware Jan. 14 that Thomas Skaggs, 56, of Doniphan had an active felony arrest warrant, with no bond, on a Class D felony of possession of a controlled substance and the unlawful possession of drug paraphernalia. The officer went to Skaggs’ known residence on Pine Street to make the arrest.
Reports state the officer knocked on the door several times and could hear movement inside the residence. After about the fifth time knocking, a female answered.
She reportedly told the officer that Skaggs had left with another male, at which point the officer advised her that he knew differently, and that she should tell Skaggs to come to the door.
After a moment’s hesitation the woman then went to the back of the residence and was heard to say, “Thomas, he said you aren’t in trouble, to come talk to him.”
Skaggs did not come to the door after two warnings that if he didn’t, officers would come in and get him. The officer then called Doniphan Dispatch for back-up.
A short while later, Fire Marshall Steven Murphy and Ripley County Deputies Joey Smith and Clayton Hill arrived at the scene.
Officers cleared the front part of the residence, then moved into the kitchen area and located Skaggs in a back bedroom.
He was ordered to come out and was handcuffed and placed in a patrol car. He was transported to the Ripley County Detention Center, without further incident.

An officer was dispatched Jan. 14 to Casey’s General Store in reference to a counterfeit $100 dollar bill.
The cashier told the officer a female came in trying to buy gasoline and used the bill. The cashier noted she could feel the difference in the paper of the bill, and when she tested with a pen, the test indicated the money was counterfeit.
The woman was still outside, by the fuel pumps in a white car. The cashier pointed her out to the officer, who went out to speak with her.
The woman, identified as Anna-Leah Ross, said her friend, “Dylan” sold his four-wheeler for $400, and gave her a $100 bill to help her move and get gas.
When the officer informed Ross the money was fake, and it was a crime for her to try and make a purchase with it, the report stated “she began to get hysterical,” claiming adamantly that she did not know the money was not real.
Ross was handcuffed and transported to the Doniphan Police Department to be booked and released.
