Two Doniphan women are in jail on felony child endangerment charges. One of them will face an additional felony drug charge, all a result of an EMS call to a local hotel to examine a woman who appeared to be having a seizure.
According to reports, Doniphan Police Cpl. Kevin Vaillancourt was dispatched to the hotel to assist with an EMS call, at approximately 6 p.m., Nov. 5.
The room was located and officers and EMS personnel were led by a woman identified as 44-year-old Pamela Lucille Carr to a female who was laying on the bed and appeared to be “convulsing and twitching.”
The woman was able to speak, stated the report, and she claimed she was having a seizure, but said she did not want an ambulance.
The report stated that the atmosphere “smelled of burnt marijuana,” which “created a haze that made it difficult to see in the room.”
The officer noted in the report that he began coughing, due to the quantity of thick smoke present, and his concern was for a small child that was there.
As the female who claimed to be having a seizure was rejecting medical intervention, and did not appear to be at risk, Cpl. Vaillancourt cleared. He then went to make contact with the hotel manager, and advise her of the situation. The manager contacted the owner, who was acquainted with the child’s mother, and advised that she was at work.
Officer Vaillancourt then went to the work site to speak with the mother.
At that time Doniphan Dispatch contacted Officer Vaillancourt and advised that Angelina Elizabeth Carr, 43, who had been present in the room with Pamela Carr, was trying to leave with the child.
The child’s mother and Officer Vaillancourt went to the location and found the child sitting in the driver’s seat of Angelina Carr’s vehicle.
The mother took possession of her child and left.
Officer Vaillancourt began speaking to Pamela and Angelina Carr.
Reports state that the hotel owners were wanting the room searched due to a suspicion of possible drug use in the room.
Cpl. Vaillancourt called for back-up, and was assisted at the scene by Officer Dustin Morse.
Pamela Carr stood at the doorway of her room and confirmed that she was the one who was paying the hotel bill.
She then gave consent for a search.
On a table, in plain view, was a mason jar containing several white pills in it, which she identified as Gabapentin belonging to Angelina Carr.
Pamela Carr claimed responsibility for everything located in the room and was placed in wrist restraints. She was asked if there was “anything else” other than the pills in her room. She said there was not.
Officer Vaillancourt proceeded to search, and found a large amount of marijuana paraphernalia and loose marijuana, all of which he noticed, were “easily accessible” to the child.
While Officer Morse was assisting in the search of the room, EMT Kelsey Johnson approached him and advised that as she was trying to get Angelina’s medication from her handbag she located a glass pipe containing a white residue. This pipe was later field tested and tested positive for methamphetamine.
The two women were arrested and transported to the Ripley County Detention Center.
Both have been charged with a Class D felony of endangering the welfare of a child, and Angelina Carr is additionally charged with a Class D felony of possession of a controlled substance and the unlawful possession of drug paraphernalia.
